Council has secured funding through the Australian Government’s Black Spot Programme to deliver targeted road safety upgrades in Clow Street.
Through this program, Greater Dandenong Council has received $693,338 (GST inclusive) in full funding to deliver road safety improvements along Clow Street, Dandenong.
Between June 2019 and July 2024, there were 14 crashes in this area, resulting in 36 injuries—including pedestrians and cyclists—and data shows drivers often exceed the 60 km/h limit.
The funding will be used to deliver targeted road safety upgrades aimed at slowing driver speed and reducing the likelihood and severity of crashes at high-risk locations along Clow Street. Collectively, these measures will help slow traffic and improve safety for all road users.
The proposed works include reducing the speed limit from 60 km/h to 50 km/h, installing a new raised (wombat) pedestrian crossing, upgrading the existing signalised crossing to a raised crossing, and replacing the current children’s crossing with a wombat crossing. Together, these improvements will create a safer environment for drivers, motorcyclists, cyclists and pedestrians.
The consultation has now closed.
Residents and local businesses were invited to share their feedback on the initial designs through the Have Your Say consultation and a letterbox drop between 28 August and 30 September 2026.
Community feedback was largely positive, with many people supporting the changes to improve safety for people walking, riding and crossing Clow Street, while helping to reduce speeding.
Some residents also suggested further opportunities, including better cycling connections, bus priority and ongoing traffic management.
Council is currently reviewing feedback received during the consultation period from 28 August to 30 September 2026 and incorporating it into the revised design.

The locations for the raised safety platforms are carefully selected by road safety experts to ensure that they are as effective as possible in terms of reducing inappropriate speeds. The location of the platforms also takes into account the location of nearby drainage and lighting.
While one westbound lane will be converted to a parking lane between Kidds Road and Ross Street, traffic volumes remain well within the capacity of a single lane, two westbound lanes will remain approaching Stud Road, and there are no changes to eastbound traffic operations, so no increase in congestion is expected.
Several respondents suggested greater use of police enforcement, speed cameras and red-light cameras. While enforcement plays an important role in road safety, infrastructure improvements can provide continuous safety benefits and encourage safer driving behaviour regardless of enforcement levels.
Council recognises the importance of improving cycling connections along Clow Street. While cycling infrastructure could not be accommodated within the scope of this project, opportunities to improve cycling safety and connectivity will continue to be considered as part of future planning and improvement works.
