Help shape Council's strategic planning project list

Greater Dandenong City Council is proposing 11 new projects to the four-year strategic work plan, to ensure the planning scheme remains effective and relevant.

“We’re consulting our community to understand whether the draft list of further strategic work for the next four years reflects the planning issues that matter most to them,” Mayor Sophie Tan said.

The Greater Dandenong Planning Scheme is a statutory document that guides planning decisions about the use, development and protection of land locally. The State Government requires each council to review their planning scheme.

“We’re interested in your suggestions for any planning-related issues, gaps or opportunities that could be investigated in the future,” Cr Tan added.

This consultation will not directly change planning controls, zones or overlays and broader planning concerns outside the scheme are not within the scope of the consultation.

“If there is an opportunity for community members to influence projects on the list, we will engage on those individually.”

Proposed additions to the strategic planning work program

  • Policy neutral amendment update
    Prepare a policy neutral Planning Scheme Amendment to update all clauses that are out of date, inconsistent or require updated formatting as identified by the planning scheme review.
  • Activity Centre planning consistency review
    Following the introduction of the Activity Centres Program, ensure the Greater Dandenong Planning Scheme has consistent and coordinated provisions for the Dandenong, Springvale, Noble Park and Yarraman activity centres.
  • Greater Dandenong Housing Strategy
    Prepare a Greater Dandenong Housing Strategy (including a review of Clause 15 Built Environment and Heritage and Clause16 Housing) and Planning Scheme Amendment to incorporate into the Greater Dandenong Planning Scheme.
  • Springvale Parking Overlay review
    Review Schedule to Clause 45.09 Parking Overlay Springvale Activity Centre - Core Retail West Precinct.
  • Review the Municipal Planning Strategy
    Review and rewrite the Municipal Planning Strategy.
  • Commercial and industrial urban design policy review
    Review Clause 15.01-1L Urban Design in Commercial and Industrial Areas.
  • Environmentally Sustainable Development (ESD) planning advocacy
    Continue working with the Council Alliance for a Sustainable Built Environment (CASBE) to advocate to the state government to translate the Victorian government’s ESD Roadmap and AmendmentC238gdan into the new codified pathway.
  • Flood planning consistency review
    Following the gazettal of Melbourne Water’s Flood Management Strategy to update the Land Subject to Inundation Overlay (LSIO), review relevant clauses to ensure consistency in the Greater Dandenong Planning Scheme.
  • Environmentally sensitive areas investigation
    Investigate planning options for buffer areas for environmentally sensitive and potentially contaminated areas.
  • Gaming schedule review
    Review the Schedule to Clause 52.28 Gaming of the Greater Dandenong Planning Scheme.
  • Industrial land rejuvenation investigations
    Investigate opportunities for rejuvenation of industrial land use.
