April 2022 Update
The Springvale Boulevard Project will see a full upgrade of the road and footpaths located on Springvale Road between Balmoral Avenue and Windsor Avenue.
The construction works will be conducted by MACA Infrastructure Pty Ltd (MACA).
Construction commenced in mid-August 2021 and is expected to finish by late-August 2022.
What we've done so far
Since our last update we have:
- Removed the existing footpath on eastern side of Springvale Road
- Continued roadside kerb installation, with the eastern side of Springvale Road near completion
- Installed electrical, communications and traffic infrastructure
- Finalised public lighting infrastructure works.
Upcoming works
In April we will:
- Construct the concrete base at Post Office Lane and Windsor Avenue, works planned for Tuesday 12 April
- Start installing designed pavers at Post Office Lane and Windsor Avenue, works planned to begin on Wednesday 13 April and continue for two weeks
- Remove current footpath on western side of Springvale Road, works expected to begin on Tuesday 19 April, these works will involve a combination of day and night shifts to reduce impacts on traders
- Prepare and install roadside kerb along western side of Springvale Road, expected to start at the same time the footpath is being removed
- Finalise electrical, communications and traffic infrastructure
- Begin to install street furniture, including new street chairs.
Construction impacts
Moving into Stage three of the project, we are progressing with earthworks. These works create dust and increase noise. We are monitoring our dust levels and have started implementing water trucks to reduce dust levels to help mitigate the impact to the community. We apologise for any inconvenience and will continue to minimise these impacts as much as possible.
Changed traffic conditions
During the drainage works there will be changes to traffic conditions, however there will always be two lanes in each direction. Please be aware and look out for signage and traffic controllers.
Parking
Parking bays along Springvale Road will be temporarily unavailable to allow the project team to conduct the works safely. These parking bays will be reinstated when safe to do so. Parking is available on the ‘Number 8’ Balmoral Avenue multi-deck carpark and Windsor Avenue car park.
Asbestos works
As we progress with the Springvale Boulevard Project, we may uncover asbestos-containing materials that need to be removed. We’ll keep you informed and follow strict guidelines for asbestos removal if we do.
It is common to find asbestos in infrastructure projects. The asbestos found is usually non-friable, commonly found in building materials such as concrete and produced in a bonded state. This means it cannot be crushed by hand and poses a low risk.
When asbestos is found, to carry out these works safely, we will engage a licensed asbestos removalist to remove the asbestos from site. Due to asbestos management regulations, workers handling the material must wear protective clothing regardless of the level of risk involved.
Working hours
Most of our works in April will be day works and undertaken between 7am and 5.30pm Monday to Friday. Occasionally, night works will take place between 6pm and 6am, Sunday to Thursday. We will notify you ahead of any night works that need to occur.
Keeping you informed
We will continue to distribute regular construction updates to impacted traders, business owners and residents in the area to keep you up to date as construction progresses.
