Development Plans

A Development Plan guides the future use and development of land in an identified area.

If your property is located in a Development Plan Overlay, you may need to apply for a development plan approval separately and in addition to a planning permit. The Greater Dandenong Planning Scheme outlines these identified areas in the Development Plan Overlay schedules.

Any future planning permit granted must be generally in accordance with the approved development plan.

A development plan application is subject to a separate fee and assessment process and must be approved by Council before any planning permits can be granted. Contact Council's Planning department for more information.

Approval of a development plan does not grant planning permission for the buildings shown on the plan. Planning permits are still required to be approved before any construction commences. The approval of a development plan that is to the satisfaction of the Responsible Authority (Council) simply allows for Council to consider a planning permit. 

If a development plan has been prepared to Council’s satisfaction, an application for a planning permit is exempt from advertising and third party appeal rights to the Victorian Civil and Administrative Tribunal (VCAT). Council therefore strongly encourages interested parties to make a submission to an exhibited development plan application.
